Abstract

The European Commission adopted an adaptation strategy for the European Union in April 2013, which was welcomed by Member States. The role of the European Union may be particularly appropriate in the case of climate change impacts that transcend national boundaries, such as within the river basin, and when the impacts are different between regions. The role of the European Union can be particularly useful for strengthening solidarity between Member States and may consist in ensuring the fact that disadvantaged regions and regions most affected by climate change are able to take the necessary measures to adapt to the new situation. Recently, the acute problem of torrential rain is very timely also for the Czech Republic. The aim of this paper is the problem specification and an attempt to identify preventive measures for this problem.
